Someone actually created a BF Portal Chrome Extension for this very purpose. It provides a number of basic options that should have been included in the Portal rule editor from the get go, but were overlooked and have since been ignored. This includes the ability to copy and paste rule blocks, add comments, and even import/export rules and entire experiences via JSON.
