Yeah I tried playing with crossplay off (PC) and had to give up on it, but I think reducing the player numbers required would help all round.

If you look at the scoreboard you can see that sometimes there's double the amount of people in the lobby than what the counter says
Time of day matters. I am retired and like to play in the morning. Phx AZ MTN time zone
Getting games to spawn, much less games not littered with AI is a problem.
Later in the afternoon, I "usually" do not have issues getting a game, even though AI may be in them.

Yes that's something I have noticed, it happens regularly where the counter is showing a lot less players.
It doesn't help matters as players get bored and leave, at least if it displayed correctly more players might hang around.
The thing is, if they lower the starting count of players, DICE are kind of admitting the player base is lower than they'd like. So I'm not sure they would do it, even though it makes more sense. In fact, I'd do away with the minimum count completely - just put me in a game with AI, and add other real players in while the round is underway. Of course if we had persistent servers which carried teams from one map to the other, this wouldn't be a problem. Would it DICE. Stupid match making in this game. I swear if these missing mechanics aren't in the next game there will be hell to pay.
