Exactly even as much as I hate the stealth helis there is no need to make up scenarios with them.
This honestly doesn't seem very probable especially as OP poster says " all the time"

If this is happening at all, it is too often. These flying ninja tanks do not need any advantage. The flare cooldown should be tied to the helicopter not the pilot. And, if that isn't possible then all passengers should share the same cooldown timer.
- @Ironhead841 Seems a bit of a stretch, and would take time to land, swap, do all that? Could it be done, sure. Probably works like that for all vehicles, so any forum reader can now tell their buddies. Need smoke? Change seats. Need instant cool down? Change seats. You and I should do this later lol. If any of the items are not tied to the vehicle and are instead tied to the player, then ALL of that needs to be fixed.
