The point being made is that aim assist slowdown acts as a general reduction on stick sensitivity. It's a good thing when initially trying to acquire a target/tracking a target. This is NOT a good thing in terms of recoil control. You have to give the stick EXTRA input in order to cancel out the vertical recoil while on target.
The amount of stick input to cancel recoil when off target is different than when on target - it's terrible for muscle memory. And it's really unintuitive when you are trying to pass through that transition point which is just slightly off the player model.
Any PC player can test their Aim Assist theories out themselves without having a controller. All you need is a keyboard. Aim assist automatically turns on for PC KBM users after they haven't touched the mouse for ~5seconds.
Load up Nonames aim trainer in Portal (AANJ7Z)
Crank your 'controller' sensivity down to 0.3.
ADS default is 'H'. Fire default is 'Left CTRL'. Look around with arrow keys. Remember touching the mouse disables the aim assist for ~5seconds.
Test out snap aim. Aim near a target and ADS.
Test out aim assist slow down. Do left and right pans across the enemies.
Test it out with smoke (small amounts of smoke will turn off aim assist, even if you can still clearly see the silhouette)
Test it out at long range (aim assist shuts off after 100m)
Grab an LCMG. Stand 50m away from a target. Aim at center of mass. Fire. Did the aim assist stop the recoil from going above the head? No it did not.
