I've heard Radeon 6000 series GPUs are having issues when the newest Radeon driver version 25.5.1 . Perhaps installing an older driver version 25.3.1 will help fix the stutters.
It looks like the server frametime (SFT) and the client framtime (CFT) are both too high.
A server frametime of 20ms means the server's framerate is only 50fps. (1,000ms ÷ 20ms = 50fps) This means the server's CPU is stressed and maxed out.
The client frametime appears to be unsteady which means your PC is having low frames per second.
Press the tilde key ~ on keyboard and type these two commands to see your frames per second and performance.

My ping is generally around 45-46 without any problems, but recently it has been above 52+ and the icon in the left corner appears. Sometimes the other icon in the title appears and looks red.

The screenshot shows the PC's framerate at 46fps. The network performance icon with 3 yellow rectangles stacked means the PC's framerate is low.
The PC's CPU appears to be maxed out and is probably the cause of the low framerate. Please list the PC's specs. Is this a laptop PC?

By the way, the amd software application crashed 2-3 weeks ago, then I learned that the application was not up to date. I reinstalled the same application without deleting it. Is this causing the problem? It is related to the time I mentioned. Also, my ssd had recently become disconnected and that was when I saw the low fps icon, but when I ticked it, the manager told me that it was related to the internet.
Thank you for posting your system information. Some of the CPU cores appear to be maxing out at 100% usage. To check if there are any CPU cores hitting 100% usage, open the Windows Task Manager CPU graph.
Now you can play the game and monitor per core CPU usage. If any CPU core hits 100% usage the game will stutter.
