This worked for me but might not work for everyone.

On my original PC (i7 7700, RX 6600, 16GB RAM, Windows 10), at some point the game started exhibiting the behaviour the OP described.

Originally I had the game installed on my 1TB 7200RPM drive but moved this to the SSD and the problem went away.
