I imagine that in order to improve scout's role in team worthy dynamic is improve its sabotage capabilities. Vehicle stations, IMO, should be destructible & rebuildable by scout's C4 and engineer's repair tool.

I just hung around main roads out of enemy spawn with a tugs and c5 all over the road.
