Phantom skins and skins going forward.

As I'm sure we are all aware, skins will be making their way into the game as per the additional phantom skins and current trend in multiplayer games. The question I haven't seen answered though, will the skins be locked to each faction? 

The Phantom skins for example, would cause a lot of confusion if both sides had the same colour scheme and look. As it stands in the beta, each faction is easy to differentiate but if half the lobby is black/red with the same look, will that not make it harder to pick out enemies? what are your thoughts and do we have an answer to this that I may have missed?
