[PLEASE HELP] GPU and CPU utilization stuck around 30%, game stuck at low fps.

Question

Rig:3080 Asus TufAMD Ryzen 7 5800x32gb of DDR4Please help, I tried messing with all of the settings, made sure my 165 hz display was set to that refresh rate, tried switching between borderless and windowed and using and turning off DLSS. Don't know what else to try and the game is unplayable in this state.

try disabling your msi afterburner tuning if you have any. that was my problem on rtx3080
