It's a crutch demanded by newcomers to the series after BC2 from CoD who hated that their running around in the open got them shot.
The Recon/Sniper class balances the overall game play in matches, it creates a threat that keeps the other team from just steam rolling a map and/or objectives, where they aren't just running about in the open in a mad dash from objective to objective, it made them become cautions and thoughtful of their path towards their destination because careless troop movement meant someone could get dropped at any moment, and things got tense.
Now, that threat is gone, players know when and where a sniper is looking down range and they can be immediately countered by anything. And while we now have one-shot shotties and full-auto TTKs you can't even react to, people are complaining that a luck shot from a sniper to the "heart" is a one shot. Meanwhile players are slip-sliding and jumping all over the map using movements akin to Fortnight and jittering around while dodging shots like CoD.
