Vehicle and co-pilot theft protection

One of the most annoying things is getting out of the vehicle to repair it, or someone playing as a co-pilot getting out of the vehicle to repair it and someone else taking their place.

This could be solved by adding a delay of about 3 seconds when the driver or co-pilot gets out of the vehicle and repairs it, preventing other players from getting in and taking the spot.

Every time the vehicle is repaired by the driver or co-pilot, the delay resets for that player, giving them 3 seconds to return to the vehicle without anyone stealing the spot.
