What do I do or who do I contact for accountability?

Secure boot crap. Says I needed it. So I turned it on. It's simple. Right? No. Turn it on and hit save and exit, now I'm sitting at a black screen and my BIOS will not even appear on the screen. I've had a blue bitlocker screen where I had to retrieve a key, did that and it started so slow it was like I was using dial up. Now it won't even show BIOS. The issue is, who the **bleep** is replacing my **bleep**? Me? So I HAVE to download it and when it picks up my **bleep** nobody has to take responsibility? Wtf?
