I think I figured something out, it seems to be attached to specific objects. For example, it can sometimes happen when you or someone else throws a grenade. And, then the graphics glitch is "attached" to that object, as soon as it gets deleted by the game the problem vanishes. I've also seen it attached to deployable motion sensors, which I destroyed and the effect went away. etc
Looking away and back again sometimes fixes it too.
