[Bug] FSR cause artifacts and fps drops

Using FSR (FidelityFX™ Super Resolution) cause several issues for me.

1. FPS drops regularly
2. Artifacts 

For 1. These FPS drops (from 120 to 12-20) are happen from time to time, mostly right after spawn. Last only a few seconds (2-3s) but sometimes longer (about 5s). 

For 2. Some times there are blurry artifacts - most likely caused by the dynamic resolution.

None of these Problem happen when using DLSS. (Note: all other settings are left on default/auto)

Setup: RTX3080 TI with Ultra Wide Screen (7680x2160)
