Extreme desync

Not sure what exactly is happening, but im playing the game on very good ping and decent framerate, but the game is extremely desynced. My friend told me when i was running around i looked like i was extremely laggy, i reverified the game files until it said everything looked ok, but now it still feels like im playing in slow motion and experiencing extreme desync
