Are you running it on a PS5 Pro by chance?
I just preloaded the game and tried changing the setting undr graphics mode but its shoeing dimmed BALANCED mode can change it to PERFORMANCE mode. I saw XCLUSIVE ACE's video he had the option to do it but i cant.
same issue with me i have ps5 slim but i saw xclusive ace's video he had it on performance mode
My only thought is that the toggle between those is restricted to PS5 Pro hardware by means of some hardware check...?

Click X on the “Performance Preset”, then use the D-Pad to cycle between the two options
Worth noting that the Performance Mode automatically engages 120Hz mode on my TV, so a compatible 120Hz TV may be required to use the option (I suspect it’s a 60/120 situation rather than 30/60 split)
i have a 60hz tv and the preset is grey for me and shows balanced ... it would be a horrible experience if its 30fps though
I have no reasons to believe it’s 30 or will have any sort of “quality” mode either in beta or retail, and based off what you’re telling then it would appear that the performance mode is indeed 120fps
