Vehicle gunner aim toggle settings seems bugged. You have to double-click right-mouse when using gunner toggle aim settings. That is why it seems inconsistent. Because its actually waiting for you to click it again. Just hope all these things we report during beta actually make it to release build. They usually don't and it take several more months.

My guess is the vehicle gunner toggle aim setting hasn't been tested. Most of the testers use console or controller input. PC bindings are alway a mess with every single Battlefield since BF3 where the focus was on making the UI console friendly.
