I have a similar experience where hits seem very inconsistent and rubber banding is constant. My in-game frame limiter is set to 60fps. I should be connecting to EU servers, but don't know where the matchmaker places me. I am using the Steam client to play. For context here is my my internet connection results using Cloudflare's speed test that includes latency under load:
I have a wired connection if the test results aren't clear enough on that. I also include my dxdiag file to show my system specs and driver information. I know this is early testing stages, just thought our feedback would be useful as a collective. For those who want to add to this topic and want to add their own dxdiag.txt file as a way to give context, I simply typed dxdiag in the Windows 11 search bar and the command came up. After executing the command, you can save the information as a txt file and attach it to this forum post.
Hope this information helps those who can investigate the issue.

Hey man, I noticed on your DxDiag text file that you have 32g RAM, are you running this as 2x16gig or 1x32 gig module? The reason I am asking is because I currently have a 1x 32g 3200hz RAM module and I am having this exact same issue.
That being said, I do have two 8gig RAM Modules that came with my board when I first got it, so with this weekends BETA coming up I am going to try the 2x8gig RAM modules and test and advise. Again, obviously I can only test it this weekend but I will update you here.I am also going to do a BIOS update to ensure that is ruled out too. Holding thumbs
