Me and friends saw this happen in two different matches. on cairo (whatever its called).
I didn't see if there was a way to climb up there or if there was a ladder but seemed sketch as hell.
There's some stuff inside one of the buildings that allows access up there and also a few things you can climb. It's not hard to get up there, but with all of the firefight in that area, you may not make it up there. I think it adds realism of people taking cover on rooftops. I like it.
Yeah it's built as though it's part of the game, not sure if it's intended or not but came to report it myself.
