Slow motion / high Time Nudge issue

I've been experiencing extremely high time nudge while playing conquest on every map, upwards of 5000ms. this results in delayed and sticky inputs, terrible hit registration, and overall sluggishness that makes the game feel like it's running in slow motion.

I've seen loads of people having the same problem with pc specs ranging from well below minimum to well above recommended, usually Ryzen cpu's and nvidia gpu's. After some digging it seems this issue was present in The Finals and 2042, but it was resolved with a patch in the former. I don't think it's anything client-side, but I've still tried quite a bit to minimize the high TN.

Here's what I've done so far:

Enabled XMP in the bios and set ddr4 freq to 3400

Added a user.cfg file with a custom cpu profile in the game folder

limit fps to 30 and set resolution scaling to 50%

I've tried other "fixes" as well but these are the only ones that had an affect on the TN. After these changes, my TN hovers around 500ms usually, with spikes occurring frequently up to and seldom exceeding 3000ms.
