Frequently getting the same issue.
It's specifically an audio level reduction of effects only.
In-game music, UI sounds, and world-radio still play at regular volumes.
Fiddling with all the audio settings don't resolve the issue, but it resolves by itself at random.
The first time, it was stuck like that for 90% of the round. Since then, I've had it happen perhaps 5 more times, but for shorter durations. I don't do anything, and it just resolves itself.
