"Time Nudge" of 2k+ even with good specs

All weekend trying to play the beta through the steam client but I have had horrendous time nudge, causing things to move in slow motion and for me to be seconds behind the action.

NOTE: This only occured on 32v32 modes, 8v8 modes had little to no time nudge at all. 

Tried everything on the graphical end, (reducing to 30fps, lowest settings on all fronts, etc) but nothing worked. Is this on my end or is it an optimization problem? Specs to follow: 

CPU    13th Gen Intel Core i9-13900H 
Installed RAM    64.0 GB
GPU   NVIDIA GeForce RTX 4070

I feel like its not a cpu problem but I'm not sure what else would cause low latency and high time nudge like I've observed. Someone I know mentioned it might be an optimization issue but I've seen others with similar specs perform perfectly.
