Vehicle Zoom TOGGLE is Inconsistent

When pressing the input for Vehicle Zoom TOGGLE, it is inconsistent. Sometimes it performs the action in a single press, sometimes it requires multiple presses to trigger the action. It feels like it is on a cooldown, but the cooldown time is inconsistent. Sometimes pressing the input will instantly trigger the action immediately after the action was triggered previously, and other times it takes several seconds for the action to be triggered again after it was previously triggered. Vehicle Zoom HOLD does not have this issue, and seems to be instantaneous without a cooldown and without inconsistency. This bug is confirmed for PS5.

This bug is very easy to replicate.

Step 1: Go to settings and bind the Vehicle Zoom HOLD action.

Step 2: Get in a vehicle, and press the Vehicle Zoom HOLD input.

Step 3: Observe that the action Vehicle Zoom HOLD can be performed consistently, without delay between inputs, and without a cooldown.

Step 4: Go to settings and bind the Vehicle Zoom TOGGLE action.

Step 5: Get in a vehicle, and press the Vehicle Zoom TOGGLE input

Step 6: Observe that the action Vehicle Zoom TOGGLE cannot be performed consistently, that there is a delay between inputs, and there seems to be a sort of cooldown between action triggers of which the timing is inconsistent.
