I've been having the same problem since the release day (everything was OK in the BETA). I've tried various troubleshooting steps (like changing DNS, etc.). I also saved a traceroute and sent it to my ISP. They made some changes to the routing, but it didn't fix the error—they said there's nothing more they can do.
I am attaching both files: the "BEFORE" log and the "NEW" log, showing the results before and after my ISP changed their routing settings.
It would be great if a solution for this error could finally be found.

P.S. On other ISP - work fine, but very low speed have ISP
