help my friend with "your request cannot be completed service limitations apply"

I'm writing this ticket myself because my friend cant login to his ea account without vpn.

My friend and i live in same region in about 1 km apart, but we have different internet providers. Roughly 2 weeks ago and before that he used to normally log into ea with no problems. But approximately with release of Battlefield 6, he lost access to his account. At the same time i can still play ea games with no problem. Who to blame here :his provider or ea? And how to fix it without use of vpn to constantly log there?
