Having the same issue:

It has progressively gotten worse and now it is completely unplayable. At launch, I had 0 issue so I know it’s not hardware related. Only fix I’ve found is to limit frame rate to 30, not 35, not 31.. exactly 30.

I even had a new service line put in to my house because I thought that might be the issue. Nothing has resolved it. 

see below the list of fixes I’ve a attempted

1. Change DNS
2. flush dns
3. Uninstall/reinstall
4. add cfg file
5. QOS my pc (wired connection)
6. called ISP to troubleshoot connection

all the above with no avail. At this point I have spent as much time and energy trying to fix the game then trying to play it.
