32 bit version has far better performance than 64 bit on Win 7 64 bit (Thoroughly tested)

I have windows 7, gtx770, and I have very high fps peaking at 200. I have a 144hz monitor and on foot I have stutter, but when I get into a vehicle it is smooth as butter, even in first-person mode. So confused!?! Any ideas?
