Are my stats shared over Xbox 360 and Xbox One? If so does this mean the same for stats for PC

Okay so my question is quite hard to explain.

So I'm thinking about upgrading from 360 to the One. I heard there was someway to cross over your stats so I won't have to start over. If this is a yes then is there anyway to share onto my PC because I may feel the need to really put my Gaming Rig to the test and put my skills onto keyboard. I never really searched for any of these answers because I didn't know what to put, sorry if this may come up a lot but any help would be very much appriciated!
