I see that you have PS3 and PS4 accounts and only PS3 account has it... didn't you simply redeem it only on PS3 without re-doing it on PS4 by any chance? To be honest, I'm not 100% sure what do yo mean by "It's unlocked in the game", as unlock message for Zodiac dogtags doesn't appear in game...

I have the same issue on Xbox One.
I must have claimed some of the dogtags when on Xbox 360 and they haven't transferred to Xbox One Battlelog. When you are in the game and go to the soldier/dogtags section all the dogtags that you have claimed appear and yet when you go to Battlelog they appear to be greyed out. I completed the Gemini Zodiac mission again today and I can't claim the dogtag in the Community Missions section. It says that I have already claimed the reward i.e. on Xbox 360.
