It's helps if you start with giving every panel a number. Then you activate number 1 and 2.
If nothing happened, it means that number 1 and number 2 are a column or a line. Now try 1 and 3. Same result? Try 1 and 4 until a tile gets activated. Lets say you press 1 and 3 and a tile got activated in the column 3 and line 4. That means that the number 1 stands for the column 3 or the line 4. Now press the panel number 1 and 3 to deactivate the tile. To find out for which one the panel number 1 stands for, you activate panel 1 and panel 5 for example. Now the tile in column 3 and line 6 is activated. So now you know that number 1 stands for the column 3. To find out the number for the other panels just try panel number 1 and any other panel. Do this until you know every single one and at the end you can activate any tile you want. I hope this helped you.
