Have you tried any of the steps that Larsiano mentioned above?
I would also recommend checking your Frame Rate limiter settings in game, in the Graphics/Video settings and make sure it's set to 60 or 120, depending on your Build.
You can also try making sure that the Origin in-game Overlay is turned off in Origin, and the Battlefield 1 game properties in Origin.
I would also recommend trying a Clean Boot:

If you only have 1 physical stick of memory in your computer then your memory won't be able to run in dual channel and thus be very slow. It's likely that your low fps could be due to this.
Does it happen if you play after having performed a clean boot?

You are correct, Battlefield 1 does chew up a lot of the CPU while you're playing, so this could be the root cause of this issue.
However, have you done the Clean Boot that Carbonic and I have suggested?
Did this improve anything?
