Just to let you know - CPU usage is completely different than GPU usage. I wanna spare the forum managers and the other members the wild-goose chase of trying to figure this one for you.
GPU usage indicates the utilization in a *positive* aspect of your graphics card, whereas the CPU usage indicates the processor's stress in a *negative* aspect. In plain words, ideally you'd want to have GPU usage as maximum as possible and the CPU usage as low as possible. It doesn't mean that the more CPU usage you are having the more fps you'd be granted as well just like the GPU usage works.
CPU usage is not an indication for a CPU bottleneck on its own, unless you actually hit the hard 100% CPU usage limit. But in your case, the CPU is indeed bottlenecking your GPU, but it has nothing to do with its usage, rather the fact that it's just the processor's limit. It's a relatively cheap CPU and BF1 is an extremely CPU intensive game (this is why you get 100% usage from your graphics card in other games, but not 100% usage in BF1).
As a matter of fact, if you look up benchmark videos of your CPU (R5 2600x) in BF1 on Youtube you'll see that the CPU usage in these videos is relatively the same usage as your CPU's. As a matter of fact this CPU would even bottleneck a GTX 1060 in BF1.
Even if you look up random benchmarks for the high-end CPUs on the market tested in BF1 you'll hardly ever see their usage going above 50-60% as well, unless they are streaming
@the4040man @ i have low G P U usage, not C P U. in case that i only have 40-60% of cpu usage and only 80 fps (sometimes it drops down to 60-50 or even 40) i have 50-60% of G P U usage, in best cases i have 80%

The CPU usage isn't a factor for it to cause the low GPU usage, but rather the CPU's limitation itself.
Search on Youtube benchmarks in BF1 for your configuration and you'll see that everyone else is getting the same CPU usage which scales the GPU one depending on the model of the GPU
Your CPU is causing the GPU to bottleneck.
Higher GPU usage = higher fps
BUT
Higher CPU usage ≠ higher fps, it doesn't work like that. You seem to think that higher CPU usage would make your game run with more fps and it would make your GPU usage higher in the process, but it doesn't work like that. Because CPU usage indicates how stressed is your system, if you reach 100% for example it would cause your system to spike and stutter, and if you have a poor cooling solution it would even make the CPU throttle
@the4040man how can it be CPU bottleneck if i only have 40-60% of it's usage? i would understand if the usage was at 100% but it's not. in other games, like doom eternal i have 60-80% of gpu usage but GPU is still using 100% of it's power
@Comed1anI've told you already in my previous two posts, I'm not sure if it's really that hard to understand the concept. The CPU usage itself is not a determining factor for a bottleneck. The CPU usage doesn't show the processing "capabilities" of the processor, it just shows how stressed and "busy" the processor is. This is why I've told you to check various benchmark videos on Youtube so you could see that good CPUs run up to and at about 50-60%, which is great. This should be ideal, because it shows that the game doesn't stress your CPU. CPU usage shows a different type of utilization statistic when it comes to usage in comparison to the GPU usage, I've already explained that in my first post
The concept of the USAGE statistic of the CPU is completely different from the concept of the USAGE statistic of the GPU. In case with the graphics card's usage you could tell if there's a bottleneck, but in case with the CPU's usage you can't tell if there's a bottleneck because that USAGE just shows how stressed the processor is with handling all of the apps that are running on your computer. If you reach 100% usage on the CPU your whole system will start stuttering and lagging and constant freezes because it shows that the CPU is busy and struggling to handle all of the tasks that are currently underway
