Someone on the Steam forums pointed out that in the game directory you can find the EAAnticheat folder which contains two executables - run either of them, or both - select the option to "repair" (you'll be asked to select the game's directory) - wait for it to finish, that's done. This doesn't fix the problem entirely, but improves the stuttering & inputlag somewhat.
Keep in mind that you might need to repair the anticheat before every launch of the game as the effect seems to be wavering after subsequent launches.
This is the best I've got so far. Someone also pointed out that you can update the anticheat in these programs but it didn't do anything for me personally.
A little update, so, apart from what I wrote in the reply #18 here, I also found that running those anticheat executables as administrator and then launching the game as administrator seems to at least solve the issue of inputlag reappearing eventually after some time.
