No, you do not need to reach a certain rank.  However, when you purchase the game, you do have to play a round or two, and more importantly make sure it is on THE SAME EXACT ACCOUNT, or you will not receive your veteran status.

I moved your new thread into this one, there is no need to create a new topic for the same issue.

However, you do not just instantly get granted the attachment.  Did you check your Battlepacks to see if you have the Veteran Battlepack?  If not, try now playing a round or two of BF4 and see if you receive it after playing.
