I know that... That is why the benchmarks are showing higher FPS under Win 8.1
EDIT: Also, any CPU with integrated graphics also utilizes Direct X - so in a way CPUs do use it, but integrated graphics isn't really used for gaming.
If it was DX11.1 you would have had equal ratio between resolutions and settings when you compare W7 and W8. However in this case the more you go down with resolution and settings you get much more frames on W8. More frames means more work for CPu which means that in this case CPU optmization is crucial and how the OS uses it.

I don't mean this in a rude way, but you don't know what you're talking about. What you said implies you have a very limited knowledge about how a PC works.
The reason Win8.1 gets better FPS is because it uses DX11.1
