The China rising entitlement from your PS3 version does not transfer to your PS4 version. Only your soldier stats from your PS3 soldier and your PS3 premium transfer to PS4 but not the pre-order free China Rising entitlement.

If you want China Rising you will have to purchase it or purchase Premium.

EA had a change of policy and claims you can. For many people in the US and UK, they were able to install it after a while. EA even has a solution for this in the support centre. It works for many people i have seen screenshots and youtube videos about it.  My problem is that the Australian store seems to be different and i am not presented with the options that EA claims i should have
