Also just to confirm the driver you are now using is the WIn 10 driver version 10.0.0.7 listed at this link dated 23 Mar 2016
I tried all steps, and reinstalled the ethernet drivers to be sure they were correct, but it did not work anyway.
I will try and look at this a bit deeper when I get a chance but will take me a day i'm afraid

If you have a wireless dongle you can plug into this PC and confirm it doesn't exist except under Ethernet is worthwhile to narrow this down to the NIC itself
