Well, you could contact an EA Advisor and see if they can help you with this in some way. However, if you didn't fully download the DLC at the time it was free, there's a slight chance you might not be able to obtain the Dragons Teeth DLC for free again. I'm not 100% sure about this though, so I can definitely recommend you to contact an EA Advisor and see what they have to say about this.
Do the following if you want to contact an EA Advisor:
1 Click on the following link: https://help.ea.com/contact-us
2 Make sure that you're signed in and select your country by clicking on the flag located on the top left corner.
3 Select "Battlefield 4"
4 Select the platform you play on and click Next
5 Select the topic, and describe the issue
6 Select a contact option.

To download your expansion, please go to your Origin client and then go to "My Games" section of the Origin client. Press your BF4 game icon and press "View Game Details" or the "i" button and then scroll down and in the games expansion set you should see your Dragon's Teeth DLC icon. Press it and press download and once that is finished, be sure to install and update it and you are all set to go.
You can not download the game from the Origin store as the store only serves to buy and view stuff etc, it will always give you the buy option even if you already have it. You also should not have to contact support to download it and only do that if for some reason the expansion does not appear in your expansion set.
