Battlefield 4 low fps on higher end PC

I keep getting extremely low frame drops in battlefield 4. However, the only reason I'm sure it's a frame rate issue and not lag is because I get the square box with an exclamation point inside. But according to Nvidia's frame rate counter I'm locked at 60 fps. I don't know why the game says I'm lagging but Nvidia says that I'm not. I've already tried disablying aa and vsync, but nothing changed. Anyone have any ideas?

i7 4790k

GTX 970

16gb RAM

Windows 7 64 bit

Internet:

100 down 8 up.

    You said your FPS counter is showing 60?  Is it staying there or dipping way down?

    Are you confusing the frame rate drops with stuttering?  This could be your issue.  If you are "stuttering", this is usually caused by Origin In-game.  Try disabling it.

    To disable Origin In-Game, follow these steps:

    1. Open your Origin Client
    2. Click "Origin" in the left corner, and click "Application Settings"
    3. Click "Origin In Game" on the left side of the window
    4. Un-check the box next to "Enable Origin In Game"
    5. Boom...Done

    The frame rate counter never goes below 55, but I have all of my games locked at 60fps because my monitor is only 60hz. Turning off Origin In Game didn't do anything.

    @NoScopeSwagDaddy Those icons are a little bit weird for some people. All of them will randomly be on at once when there's actually no problems on my end or the servers end. 

    Specifically the low FPS one will be on when i am at 90-100 FPS.

    I am seeing a drastic decrease in performance, but nvidia says that my GPS is fine, while the game says I'm not.

    Try opening up your task manager while playing to see what resource is being used the most. May be something not even related to your GPU like your CPU being used more than it should be.
