Battlefield Hardline Framerate issue

I have recently bought Battlefield Hardline. After a long download, I went straight in the game. After playing some of the campaign, I was somewhat satisfied. The storyline and characters were interesting but nonetheless I had an issue, the framerate. While I was playing, cutscenes would be slower than normal as the FPS would drop significantly. Also, dialogue would be messed up as lip sync is effected by the low FPS. I then tried the multiplayer in hopes that I don't encounter the same framerate issue, but unluckily I did. In multiplayer, I was having a hard time playing as the FPS was horribly low. I can't get into a firefight without having very low FPS. I have cranked down my graphics from Ultra to High to even Low and that hasn't helped at all. I also tried the system test check or whatever it is called, and apparently I was having a meagre 19 or so FPS.... My specs are pretty good I would think so why is this happening?

Here are the specs:

GPU: GeForce GTX 970

CPU: Intel(R) Core(TM) i7-4790 CPU @ 3.60 GHz

Memory: 8.00 GB RAM

Resolution: 1920 x 1080, 60Hz

OS: Microsoft Windows 8.1

    Have you tried out a User.cfg in order to eliminate the FPS drops?

    Example:

    Also, you could have a better gaming experience with the latest GeForce drivers for your video card. Please make sure that you do a clean install by using DDU after you have uninstalled the old drivers.

    I have GTX 1060 6GB + i5 2500k (4.3GHZ) + 16GB RAM ... and I get 20 FPS in Everglades and episode 6 .. how is this possible !!

    I even tried these settings and restarted the game, still the same !
