You're question in not very clear, perhaps it is because it was translated from another language? It look like you would like to know if: When looking true binoculars you will see sniper rifle scope lens flare? I think the answer to this is Yes if programmed correctly?

I hope someone else can help because i am not good at guessing games. I'm guessing there is no Turkish forum you can use dough? Maybe you can post the question in your native language and someone here can translate it and figure this one out.
I did find an article that explains there is in NO glare from binoculars. Maybe you're issue is that the: telescopic Gewehr 98 rifle does not have glare as it should?

As far as I'm aware, all the Scout rifles with Marksman or Sniper in name do have scope glint. That includes Gewehr 98. Last time I fought against players using those, the glint was there when they aimed in my direction.
(by the way, binoculars have the scope glint too, if that matters)
My understanding is that all sniper rifles with 5x magnification or greater will have sniper glint.
4x and lower sniper rifle variants will not have a sniper glint.
They will, it was changed few updates ago. Both Marksman (2.50x, 3x, 3.50x, 4x) and Sniper (5x, 6x, 8x, 10x) scopes currently have glints.
@spitfiresiemion Interesting. Does this mean that sniper variants of medic weapons will have glints, or does this only apply to the scout class?
As far as I know, only Scout weapons have the glint (which makes sense, considering that it's basically a warning system for 1-hit kill threat).
