bf4 dlc maps not in rotation? x1

So I've had both second assault and China rising from day one that they came out... How come, in all the ridiculous hours I've played, I never play the new maps when I quick join? Never never played them. Only if I search for a server, and I'm lucky enough to find one. Please answer and don't leave this dead and unresolved. Thank you
