On which platform are you playing? Are you able to play any of the maps from the expansion packs that the DLC weapons come from? If you are not able to play the maps please repair your BF4 installation in Origin (if on PC) by right clicking the BF4 icon in your games library and selecting "repair". After the repair is done please try to play the expansion again and try to select the weapon.
If you are on console re-download and reinstall the expansion packs that contain the missing "relocked" weapons. This should allow you to play the expansion maps and use the expansion weapons.
One additional thing, if you are on PC and you are being asked to purchase the expansion packs when you have already purchased and installed the expansion packs many players have found this solution to work from eanils http://answers.ea.com/t5/Battlefield-4/BF4-PC-China-Rising-DLC-Problem/m-p/2017595#U2017595
