BF4 How to change video settings outside of game?

basically as the subject says, I want to change the video settings outside of game, as when I load, it just freezes, like fps drops to below 0, I have the minimum specs and even a bit higher than minimum but it still doesn't start, is there a way to change settings, if so, how?

    The settings file is located in:

    C:\Users\USERNAME\Documents\Battlefield 4\settings

    locate the file:

    PROFSAVE_profile


    Open that file in a texteditor like wordpad or the like.

    trying my damnest right now to find.. already an hour of me fiddling around like this.. I forgot to mention above, it also makes the sound loop like when a game stops responding (but on task menager it says it's running O_o ) so I'm really confused with this.. :X

    Whatever I try it keeps on being the same.. can anyone post numbers for lowest setting? I can't do it without knowing what I need to type and where

    Just to make sure. You have downloaded the latest betadrivers from AMD/Nvidia that has just come out right?

    Try joining an empty server, that worked for me.
