BF4 Image distortion and quality issues (horizontal lines / banding and red blue flickering / shifting "EMP Blur Effect") - PS4 / PC / Xbox x

I have this happen only in online bf4 matches with the ps4. I've used older bravia, new led tv and benQ w5000 projector with low to high end hdmi cords. This happened with all three and all hdmi cords.

Just to confirm, I no longer have the EMP issue since the recent patch for this, but I am still seeing the horizontal line interference
