BF4 Level 20 Assignments Not Unlocked as of level 30

As of this post I am Level 30. All Assignments with a Level 20 requirement are still locked. Battlelog on the web and in the game both show it as locked or making no progress towards the requirements of these assignments. Is there anything that can be done to unlock these assignments? This is blocking my assignment and achievement progress.

Playing on Xbox One.  I leveled from 19 to 20 in a regular game.
