Same issue here as well, single and multiplayer. Audio / Video stuttering every few seconds. Unplayable for anyone even remotely serious about their gaming.

Same problem here singleplayer and multiplayer, when a stutter occurs the last sound file repeats briefly.
AMD Phenom II x4 3.20 GHZ
Radeon HD 6950 1GB video memory
8 GB internal RAM
Windows 8 64BIT
Video driver: 13.11 BETA
Attempted fixes:
Updated everything (even to the latest bios version of the mainboard).
Updated direct X
Updated .net framework
Disabled core parking
Set BF4.exe priority to low.
Set all video settings to low.
Tested all sound options, even disabled the sound completely.
Multiplayer is unplayable, it seems the stuttering is worst in Hainan Resort.
When I do a drawgraph command, the CPU and GPU usage go off the chart when these stutters occur.
