BF4 PC - Stuttering/Brief Freeze - Request for Information

Specs

AMD Phenom XII B95 OC

HD 5850

8GB ram

i know i havent got the best specs but in BF3 i was getting 60+ fps on high settings, however i am getting 30 on high settings in BF4. BF4 was supposed to be better optimized than bf3 but if thats true i should get at least 60 fps stable on high settings. ALso, it drops down to 15 every 2 seconds. This is a problem with the game, not people's PCs.
