BF4 PC Memory leaking? 94% Memory usage with 12GB

So I refereed my system back to factory default, installed the newest amd drivers, but still keep getting memory leak, or red screen of death. This is really getting frustrating, I spend more time rebooting my system than actually playing BF4. 

With the new patch that origin offered today, there are still no changes. 

 Kindly provide some feedback with what issues are there with windows 8.1 and AMD HD Series Cards
