I had this issue, after an entire day of killing myself trying to solve this, i've tried run the game in x86, worked nice for me, non-paged pool is getting 84mb.

3gb in use of 12GB

Try this guys, hope it works for ya

(go to Origin > right click on bf4 > proprieties)
